Simpler Recycling legislation, which came into effect in March 2025, is designed to make recycling easier, more consistent and more effective across businesses and workplaces. What is Simpler Recycling?

Who does Simpler Recycling apply to and when?

Simpler Recycling is being introduced in phases, based on business size:

  • From 31st March 2025: All businesses, charities and public sector organisations in England with 10 or more full-time equivalent (FTE) employees must comply.
  • From 31st March 2027: Micro‑firms (businesses with fewer than 10 FTE employees) will also be required to comply.

The rules apply to all workplaces that generate waste similar in nature to household waste, including offices, retailers, hospitality venues, healthcare settings, education sites, warehouses, and more.

 

What do businesses need to do?

If your business is in scope, you must:

  • Separate waste at source before it is collected
  • Arrange collections for each required waste stream
  • Ensure your staff and customers understand how to separate waste correctly

Businesses can choose container sizes and collection frequencies that suit their operation – but the separation itself is a legal requirement.

Failure to comply with Simpler Recycling can result in enforcement action including fines.

 

What waste must be separated?

Under Simpler Recycling, businesses must separate waste into the following core streams:

 

Dry Mixed Recycling
This includes:

  • Paper and cardboard
  • Plastic packaging (such as bottles, pots, tubs and trays)
  • Metal packaging (cans, tins, foil, fully emptied aerosols)
  • Glass bottles and jars

These materials may be collected together or separately, depending on the service provided.

 

Food Waste
All food waste must be separated, including:

  • Waste from food preparation
  • Uneaten food, including snacks and leftovers
  • Food waste generated even if food is not sold on site

There is no minimum volume – any amount of food waste must be segregated.

 

Residual (Non‑Recyclable) Waste
Only waste that cannot be recycled should go into general waste.
