Since 6 April 2026, new workplace recycling rules in Wales have introduced a major change for businesses of all sizes. Under the latest phase of Welsh Workplace Recycling legislation, organisations will be legally required to separately collect small waste electrical and electronic equipment (sWEEE) for recycling.

 

What are the Welsh sWEEE regulations?

The sWEEE regulations form part of Wales’ wider Workplace Recycling framework. They extend existing requirements by introducing mandatory separation of all small electrical items at the point of disposal (not just unsold sWEEE).

This change reflects Wales’ ambition to build a circular economy and strengthen its position as one of the world’s leading recycling nations.

 

Who do the sWEEE regulations apply to and from when?

From 6 April 2026, the sWEEE requirements apply to all businesses, charities and public sector organisations in Wales.

There are no size thresholds or employee exemptions. If your workplace produces waste electrical items, the regulations apply.

 

What do businesses need to do?

To comply with the sWEEE regulations, Welsh workplaces must:

  • Identify small electrical items as a separate waste stream
  • Store sWEEE separately from all other waste types
  • Arrange appropriate collection or recycling through a licensed operator

The regulations also encourage businesses to repair or reuse items where possible before recycling, helping to reduce waste at source.

 

What counts as sWEEE?

Small Waste Electrical and Electronic Equipment (sWEEE) is defined as any item with a plug, battery or cable, measuring 50cm or less on its longest edge.

Common examples include:

  • Mobile phones and chargers
  • Laptops, tablets, keyboards and mice
  • Kettles, toasters and coffee machines
  • Hairdryers and grooming devices
  • Small lighting units and lamps
  • Power tools and handheld equipment

Many of these items contain lithium‑ion batteries and valuable materials such as copper and aluminium, which must be handled responsibly.
